Gas Codes Inspection
In Alberta, under the Safety Codes Act, Gas Code Regulation, all industrial gas-fired appliances and equipment shall be inspected by a
- Standards Council of Canada (SCC) accredited Certification Body or Inspection Body or
- Inspected and evaluated by a Professional Engineer per 20-GCV-02-(REV2) – Engineer authentication at oil and gas production facilities.

EVALUATIONS AND INSPECTIONS
RAE Gas Code Inspections (RGCI) was a SCC accredited Inspection Body that performed field approval inspection of gas-fired appliances and equipment.
RGCI was a subsidiary of RAE Engineering and as of December 31, 2022; RGCI and its service were brought in-house to RAE Engineering. All Gas Code work is being performed in Alberta under the variance (20-GCV-02-(REV2) – Engineer authentication at oil and gas production facilities). Evaluations and inspections are to be compliant to CSA B149.3 and must be completed onsite after installation.
- Documentation Review Prior to performing site inspections, the documentation of the gas-fired appliance shall be reviewed for compliance to CSA B149.3. Any deficiencies or non-compliant items will be identified to allow the client to address the issues prior to site inspection. Documentation that shall be reviewed shall include Process and Instrumentation Diagram (P&ID), Bill of Materials (BOM), wiring diagram, burner management system specification, operating narrative or other suitable operating instructions, electrical area classification, overpressure protection of the fuel train, commissioning/combustion report, purge calculations, etc.
- Shop Inspection Shop inspections assure the gas-fired appliance is in compliance with CSA B149.3 prior to shipping, ensuring any deficiencies or non-compliances are dealt with prior to getting to site.
- Site Inspection After the documentation review is completed, the site inspection can be scheduled and performed. Site inspections verify the installation is compliant.
- Reporting and Labeling Once site inspection is completed and the gas-fired appliance is deemed compliant an Inspection Label (with a unique Identification/Report number) is affixed to or near the appliance confirming the gas-fired appliance is compliant to CSA B149.3. The report is completed (include a stamped Inspection Certificate) and provided to the client. It is noted that some gas-fired appliances do not have a proper Rating Plate as required by CSA B149.3. As requested by the client, RAE can prepare a Rating Plate based on the documentation and information provided.


Compliance Assessment
Not ready for field approval or know if your gas-fired appliances require upgrades? RAE provides compliance assessments to determine the deficiencies of your gas-fired appliances. Compliance assessments may include a document gap analysis and/or a site gap analysis. It is recommended that both the document gap analysis and the site gap analysis be performed to get a complete assessment of your gas-fired appliance.
- Document Gap Analysis The gap analysis would identify any deficiencies or non-compliant items, giving the client and an indication of what upgrades would need to be considered. Documentation that shall be reviewed shall include Process and Instrumentation Diagram (P&ID), Bill of Materials (BOM), wiring diagram, burner management system specification, operating narrative or other suitable operating instructions, electrical area classification, overpressure protection of the fuel train, commissioning/combustion report, purge calculations, etc.
- Site Gap Analysis Site gap analysis should be completed if there is little to no documentation on the gas-fired appliance. The site inspection of the gas-fired appliance can be inspected as part of a CSA B149.3 compliance gap analysis. This gap analysis would identify any deficiencies or non-compliant items, giving the client and an indication of what upgrades would need to be considered. As requested by the client, RAE can assist in preparing the P&IDs and BOM as part of the site gap analysis.
